Bill & Charlee's characters give me Mulder and Scully-type vibes.
The names "Hide and Seek."
I like the sound and notion of them, and they seem in the wheelhouse for a Kojima game. Hide and Seek also works well with an espionage motif.
They could also have other designations on top of this.
The names could be code names or names or NOC names. Neither first names nor last names. They could be like Solid Snake, a name that is used over and over again, or something more mission-based like Naked Snake and Raiden. Either could be replaced mission to mission or become a more permanent moniker.
Example:
"Bill" - Hide or Hyde
"Charlee" - Seek or Sique
Like this or vice versa. The spelling of the homophone could be anything that still keeps the phonetics of Hide and Seek. Kojima could make a reference to Strange Case of Dr. Jekyll and Mr. Hyde and possibly use Henry - Edward - Jekyll.
Charlee: "Our mission names are Hyde & Sique."
Bill: "Really... Hide and Seek? Who the hell at the agency comes up with these names?"
Charlee: "Better than last mission's Peek & Boo."

May fall under game and have a connection to stealth.
This could also affect the other two actors' names as well.
